Tefillin Before Repeating Amida

Question: I omitted yaaleh veyavo in Shacharis on Rosh Chodesh and only realised my mistake after removing my tefillin and davening mussaf. Am I required to put my tefillin back on before repeating the shemoneh esrei?

Answer: The Gemara (Berachos 14b) teaches that one should wear tefillin whilst reciting Shema and davening the amida.

Tosafos (Berachos 26b) cites a machlokes amongst the rishonim regarding one who omitted yaaleh veyavo. Some maintain that his shemoneh esrei is regarded as though it was never davened, whilst others hold that he fulfilled his basic obligation of tefilla, but must repeat the amida because he omitted yaaleh veyavo.

The Mishna Berura (422:4) rules that, because there is a doubt whether he is required to repeat Shacharis, he should repeat the amida on condition that it be a tefillas nedava if no repetition is actually required.

R’ Ovadia Yosef (Chazon Ovadia, Chanuka p281) explains that this same machlokes also affects whether one should put tefillin back on. Since, according to one opinion, his original Shacharis is regarded as though he never davened, one should ideally wear tefillin when repeating the amida. Only where this would involve undue difficulty may one rely on the lenient view.

The Maharshag (1:52:3), however, writes that although it is certainly preferable to put the tefillin back on, there is no obligation to do so. Since the mitzva of tefillin has already been fulfilled that day, one may repeat the amida without them.

The Eshel Avraham of Butchatch (25:12) maintains that one should put the tefillin back on, recite a new beracha, and then repeat the amida. He explains that each additional period of wearing them constitutes a further fulfilment of the mitzva, and that they are closely associated with tefilla. R’ Shraga Feivish Schneebalg (Shraga Hameir 6:98) likewise encourages putting them back on with a new beracha before repeating the amida (see Rivevos Ephraim 1:278).

In conclusion, there is no clear obligation to put tefillin back on before repeating the amida. Nevertheless, where practical, it is preferable to do so before the amida.
